Enhancing Accessibility Fukuyama Higashi Police Station Ekimae KOBAN

Project Overview

Situated in front of Fukuyama Station in Hiroshima Prefecture, Japan, the Fukuyama Higashi Police Station Ekimae KOBAN serves as a vital hub for law enforcement in the region. The project emerged victorious in a design competition aimed at creating a new police box that aligns with the Fukuyama Station Area Design Plan 2019. With the area slated for development with high-rise buildings, the goal was to ensure the police box remains accessible and welcoming to the public.

Design Concept

The design concept revolves around creating a “friendly police box” that breaks away from traditional perceptions. Stone benches placed around the entrance provide a welcoming atmosphere for pedestrians, encouraging relaxation and interaction. This approach aims to redefine the image of police boxes as inclusive spaces accessible to the community round the clock.

Integration of Local Identity

Drawing inspiration from Fukuyama’s rich cultural heritage, the design incorporates elements that pay homage to the city’s history. The building’s shape symbolizes the traditional lighthouse of Tomo no ura, a cultural landmark. Additionally, the use of titanium zinc steel panels mirrors the material of Fukuyama Castle, reflecting the city’s unique identity.

Local Material Selection

To further connect with the city’s steel industry heritage, titanium zinc alloy panels were chosen for the building’s exterior, offering durability and resistance to corrosion. Interior walls crafted from local cedar wood not only add warmth but also contribute to the revitalization of the regional wood industry. The use of locally sourced materials underscores the project’s commitment to supporting local production.

Addressing Site Challenges

The site presented various challenges, including the need to ensure pedestrian safety and security. A plaza was designed in front of the building to facilitate safe pedestrian movement, especially at night. Strategic placement of windows at higher levels ensures visibility for police officers while maintaining privacy for pedestrians outside.

Structural Considerations

The police box features a steel frame structure clad with titanium zinc alloy panels, chosen for their corrosion resistance and suitability for Fukuyama’s environment. Cedar wood from Hiroshima Prefecture adorns the interior walls, imbuing the space with natural warmth and character. This combination of materials not only ensures durability but also reflects the unique identity of the city.
